Most hydropower suppliers in Africa operate from a single geography. They either have strong manufacturing but no local presence, or deep local roots but depend on third-party equipment. TC × HIER closes that gap.

TC HYDRO brings 20+ years of turbine and generator manufacturing — five runner types (Pelton, Turgo, Francis, Kaplan, Tubular), single-unit capacity 100 kW to 100 MW, and full in-house machining on lathes up to 6.3 m diameter. We don't just assemble — we forge, machine, balance, and test every runner that leaves our shop.

HIER (Hydro Ingénierie Études et Réalisations) is a Madagascar-registered private power company founded in 2010. With 5 operational hydropower sites already connected to Madagascar's grid and 6 more in the pipeline (28 MW+), HIER brings the local knowledge, regulatory relationships, and on-the-ground execution Africa demands.

HIER (Hydro Ingénierie Études et Réalisations) is a Madagascar-incorporated private power company founded in 2010 by Mr. André FILLET. Since then it has become one of the country's most active independent hydropower operators.

What HIER Brings to the Joint Venture

Through the General Manager — a former senior executive of JIRAMA, Madagascar's national electric utility — HIER maintains active relationships with the Ministry of Energy, ANRE (the energy regulator), ADER (the rural electrification agency), and local communities around every project site.

For international clients, this means: feasibility studies, environmental permits, land access, grid-connection agreements, and construction permits are handled by people who know exactly which office to visit and which form to file.

Milestones on the Path

2008

HYDELEC Madagascar founded

Predecessor of HIER begins operations. First hydropower project commissioned (Sahanivotry, Eastern Madagascar).

2010

HIER incorporated

Mr. André FILLET formalizes HIER as Hydro Ingénierie Études et Réalisations. Maroantsetra HPP commissioned (350 kW).

2013–14

Rural network rollout

HIER commissions Ankerivato (560 kW), Soavina (60 kW), Ankilizato (100 kW) — total 720 kW in remote northern Madagascar.

2022

Major capacity step

Sahatona (1.6 MW) and Ambatosia (1.7 MW) commissioned. HIER crosses the 4 MW operating mark.

2024

TC × HIER partnership

Strategic alliance signed. Joint go-to-market across Africa. HIER appointed exclusive local partner for TC's African deliveries.

2025

28 MW pipeline initiated

Belaoko Lokoho (8 MW), Angadanoro (3 MW), Andriambe (2.5 MW) and 3 additional projects enter construction planning with KfW / EU / BAD financing.
